Canada was invited by the Greek Presidency of the European Union (EU) to take part in Operation CONCORDIA, the EU mission in the Former Yugoslav Republic of Macedonia (FYROM) that replaces Operation ALLIED HARMONY, the NATO mission that concluded on March 31, 2003. Canada's participation has been designated Operation FUSION.
Op CONCORDIA is the first military mission launched under the EU's European Security and Defence Policy (ESDP), and the EU decision to take over the FYROM mission marks an important milestone in the development of the strategic partnership with NATO. Canada is pleased to show its support for the EU and the ESDP, and will gain important operational experience working with the EU in this mission.
The full set of agreements for ready access by the EU to the collective assets and capabilities of NATO for EU operations (called the "Berlin Plus arrangements") was the key to the smooth EU takeover of NATO activities in the FYROM. NATO-EU co-operation in the western Balkans dates from the mid-1990s.
The transition to an EU-led mission also demonstrates the considerable progress achieved during Op ALLIED HARMONY and its predecessor, Op AMBER FOX, in restoring stability. The new crisis-management arrangements now being put into practice in the FYROM are founded on the determination of both organizations to enhance mutual consultations, dialogue, co-operation and transparency, with due regard for each organization's decision-making autonomy and interests.
Op CONCORDIA is expected to involve about 350 military personnel, most of them from EU nations. This total will include Canadian Forces members deployed under Op FUSION. The Force Commander will be co-located in Skopje, FYROM with the NATO Senior Military Representative, who will continue with responsibilities such as encouraging the continued participation of the FYROM in NATO's Partnership for Peace program and Membership Action Plan.
